Expertise and Research Interests

My project is to create or integrate a structure that enables me to work on the great complex industrial systems as a researcher. I have already done it for 6 years.

I thus returned various written reports on emergencies and crises, the psychology of a crisis, the estimate of the cost of the floods in a French region, the study of voluntary of the Red Cross, the study of perception of the values of the body of the firemen, and many reports of exercises in the nuclear field.

Lastly, each report includes reflection on the statute of the trade association to which it relates, knowing that those all are turned towards the urgency (gendarmes, firemen, doctors, etc.). Generally, it is related to knowledge in psychology, economy, or sociology.

The current growth of the market is related on the one hand to the recrudescence of the technological accidents, on the other hand with the increased sensitivity of the opinion to these problems. That can be the dominant set of themes of the next century.

Idea is to supplement the studies by a complete package: to provide skills to constitute the cells of crisis which I recommend to set up, is a possibility of diversification in terms of products which I offer. The recruitment of collaborators to me would then completely be entrusted. I already worked on the criteria of recruitment of people specialists in the management of the urgency in the theoretical plan and I took part in various devices which made possible the fact that I take time to stay with good specialists in the urgency in the very practical plan to see whether the installation of criteria is or not realizable and if so, how.

Future Research

I propose to study recruitment in cells of crisis. Indeed, I noted, within sight of the practical cases and while speaking with a former employee of ex I.P.S.N. (nuclear state group), that in the event of crisis, which goes best, is to entrust to people of the missions for which they do not have in general the responsibility in normal time. Because they decide better than the persons in charge in title, too 'limed' (the term does not have anything pejorative, it results from work of M. Granovetter, an english sociologist who worked much on the networks) in the usual exercise their responsibilities (I know that that should be proven, and I can make it). Then, that undoubtedly implies that in France, one cannot recruit the leaders of cells of crisis. Then, is this also the case elsewhere in the world? I would like to examine this aspect within the framework of the part of the program on which I will work. And yet, I continue to consider that it is in the interest of the state and of every actor which to have thought of the practical methods of such a recruitment because we are not safe from a major accident and that, out of medical matter for example, the number of beds intended to accomodate badly burned persons is, in France, very limited. On a practical level, how thus to deal with surge of casualties generated by a major accident, which has occurred in a big town (and I do not think directly of the assumption of a criminal act, which still comes to increase the shouting lack of need in this field)? Then, how to recruit, knowing that, on the assumption of a major accident, it will be necessary to call upon competences of other countries? How to act well, in a field like the assembly of chains of decontamination intended for the rescuers, on the one hand very technical and on the other hand where the working methods employed are very different from one country to another. What we could study, is this difference is not explained by a simple technical factor but also by very different cultures. I can say to you, after seeing considering working of the Italian and Swedish teams, on the same chain of decontamination, during past European exercise of crisis EURATOX 2002, as the techniques, but also the materials, the manners of making, and still the simple professional human relations are very different according to countries which work. How thus to incorporate all that, knowing that one should not create of complex of inferiority, at any the participants at the exercise, because each culture of work brings its batch of treasures. I can affirm you that it does not have anything easy, and I like the difficult things. I thus propose a consulting on recruitment in the cells of crisis and, more largely, in the device of crisis, in order to help them to pose the first stones of a common strategy.
