Chief of Research and ComSci Fellow, Bureau of Economic Analysis (BEA)

Supervise the production of economic statistics prepared by the Bureau of Economic Analysis for the National Institutes of Health (NIH) and the Treasury Department, under interagency agreements. I have generally negotiated and prepared those interagency agreements.

One of 16 individuals appointed by Commerce Secretary Gutierrez to the Department's Commerce, Science and Technology Fellowship (ComSci) Program. (Announced in June 2007 in:
http://www.nist.gov/public_affairs/releases/comsci_announce0708.html.)

As described by the Secretary, this "10-month policy study and leadership program ... takes its participants behind the scenes of science and technology policy-making and management ... at the highest levels of industry and academia, and then into the field."

Assigned through this program to work full time, from 9/20/07 to 6/25/08, in the NIH, Office of the Director, to perform research on health-related R&D expenditures in the United States and abroad.

The main research project under the program is to serve as lead author the report, Measuring Trends in Health-Related Research and Development Expenditures: Comparisons Between the National Institutes of Health and Other Providers of Funding in United States.

The report will support NIH planning and address questions (often raised by members of Congress, the Administration and NIH senior managers) regarding the comparative role of NIH in support of biomedical R&D.

Coauthor of ComSci report, A Classification Framework for Emerging Technologies, prepared for the Department of Commerce, Bureau of Industry and Security. Served as Editor-in-Chief of the report, primary author of the largest chapter on a "Case Study Using Patent Data," and sole author of the "Executive Summary," "Introduction," and "Summary and Recommendations" chapters.

Chief, Special Studies Branch, Government Division, Bureau of Economic Analysis (BEA)

As Acting Chief of the Government Division (December 8 - December 31, 2006, and at other times), was responsible for directing the three branches of the Division (the Federal Branch, State and Local Branch, and Special Studies Branch). These branches comprise 33 economists who measure the full government sector of the economy in the National Income and Product Accounts.

Supervised, on a regular basis, approximately 10 individuals each year, which included senior economists, economists, a computer specialist, and interns.

Directed underlying research, methodology, documentation and processing of economic statistics, and reviewed articles and reports that summarized and analyzed these statistics. These economic measures and associated publications, which were peer reviewed and distributed by BEA, included:

Biomedical R&D Price Index, under an interagency agreement between BEA and the National Institutes of Health (NIH). This index is used by NIH Office of Science Policy and Planning for budgetary analysis and planning.

National income and product account (NIPA) estimates on: all government fixed assets and government consumption of fixed capital, comparisons between BEA's measure of personal income and IRS' adjusted gross income, and NIPA government receipts by industry.

Government Finance Statistics for the U.S., provided to Organisation for Economic Cooperation and Development (OECD) and International Monetary Fund (IMF) under interagency agreement between BEA and the Treasury Department.

Prepared research papers proposing additions and revisions to the methodologies and estimates associated with the National Economic Accounts of the United States.

Proposed and implemented improvements in the computer processing systems used to generate economics statistics, such as the application of Visual Basic programming to automate the system.

Represented the Bureau of Economic Analysis at several economics conferences.

Organized and chaired the session, "Identifying and Measuring the Economic Effects of Science and Technology," at the annual meeting of the Eastern Economic Association, where I will also presented the paper, "The Economic Significance of Peer Review Systems in Federal Laboratories." Served for three months on BEA's Estimates Review Team which approves the entire set of national accounts prior to their public release. These statistics include the official U.S. government estimates of the Gross Domestic Product and all its major components, measuring the nation's economic growth as reported by the worldwide news media.

Was responsible for analyzing livestock, meat, and poultry markets in the United States for potential violations of the antitrust provisions of the Packers and Stockyards Act. This responsibility included my coordination of a cooperative agreement program supporting graduate-level, economic research on competition in these industries.
Coauthor of the reports by USDA to Congress: Assessment of the Cattle and Hog Industries: Calendar Year 2001 and Assessment of Cattle, Hogs, Poultry, and Sheep Industries: Calendar Year 2002.

10/94-7/01 Senior Economist, National Science Foundation, Arlington, VA 22203

Was responsible for the periodic monograph, National Patterns of R&D Resources, which is a primary source of official statistics and analysis of national R&D expenditures. I developed the statistical and econometric methodology for the report, and I was responsible for several other NSF reports. I also provided economic advice to policy analysts, chaired a 'Taxonomy Committee,' responsible for guiding a contract between NSF and SRI International to review NSF-funded surveys, and organized and participated in presentations on NSF research.

Performed applied, economic research on quality measurement, food safety, and technological change. The research included, for example, an examination of the effects of media coverage of food safety on patterns of food consumption; and a study of consumers' willingness to pay for organic produce based on a survey of wholesale and retail establishments.

While still a graduate student, I conducted economic research, reviewed papers, prepared reports, and presented two conference papers. My research was in the areas of product and process innovation; historical and strategic issues regarding the economic development of Latin America; and econometric relationships among technological and economic factors.

Analyzed government regulations of the EPA, the Occupational Safety and Health Administration (OSHA), and other agencies. Examples of my work include a regulatory analysis of EPA reporting requirements for chemical manufacturers, and a study of OSHA's targeting of construction sites for inspection.
